webkinz, wii, nintendo ds, cameras, cell phones, i-dog,fur real biscut, elmo those are the famous ones, all kids care about these days are electronics. But here are a list of really cool things you can get your kid if you have one.
Girl:
nail polish, lotion, sims 2 (rated teen though so maybe not the best idea), a bean bag, chair, if she is into disney get her a membership to toontown, or some cds like Hannah Montana, High School musical, Demi Lavato, let her pick out ten songs for i-tunes and burn them on a cd or do it the ileagle way and go on lime wire, if she is a big reader get her a twilight books (for big readers though and 3rd and 4th book have a teeny bit of inapropriate stuff) mostly for teens and romantic so maybe not the best idea. Oh and sorry, i know you only asked for the hottest toys. I gave you a xmas list. I am just guessing you have a daughter.

I have a 3 year old and 9 month old. Money is extra tight this Christmas season. I have had to scrape and budget just to make sure we have presents for everybody at the usual family get togethers. I have already purchased a few things for the girls and a few things for my husband. My husband and I have agreed to only get a few cheap items for eachother which I have done by ordering from a catalog a few neat camping gear supplies and a knife for him. So Im done shopping for him. But the girls need more. I want some filler things so they can have a good time opening their christmas presents and because they are young, I do not mind making them. I have considered making fishing poles with magnets and magnetic fish, and magnetic alphabets to put into a tub to go "fishing" and also colored bean bags to toss into the colored box. What other ideas do you have that will be age appropriate, easy to make, cheap to make, and add to the gift wrapped under the tree? Thanks!

You could start off with simple Soft Toys or Plushies in shapes that would appeal to your little girls - soft toys take up good space And kids love to play with them ! Lots of tutorials online; very simple, inexpensive materials required, that you can get around your home [eg. old socks, towels, pillows, etc. that can be recycled or converted] :

You can make headbands &/or decorate with motifs, beads, etc.
Choose an activity your elder daughter may enjoy. Assemble all the things/materials required & in the coming weeks you can all do it together. Browse for "crafts/activities for 3 year olds".
eg. You can include colored paper [you can even add glossy magazine papers from old magazines], glue, scissors, string, glitter. This little activity box will enable her to roll paper strips into colorful & variously sized Beads that can later be strung together for diverse purposes, including jewelry, curtains, ....
Make a yo-yo quilt. These yo-yos can also be assembled into belts & other accessories. :
