What should we do about my 7 year old niece?

My 7 year old niece has been having a lot of behavior trouble lately. She is the middle child. Her older brother is almost 10, and her younger sister is 3.
*She lies a lot. Sometimes the lies are about trivial things and sometimes they are to stay out of trouble.
*She taunts her little sister. Many times she talks her out of her toys so that she can play with them. Or she'll throw them, etc.
*She is very boy crazy, but she likes to dress so that she looks like a boy, and beams when people tell her that she looks like one.
*She always tries to tag along with my nephew & his friends.
*She is mean and bossy to the kids she plays with, and initiates physical fights sometimes.
*She throws fits when she doesn't get her way.
*Last night, my nephew and his friend were playing video games. She walked in front of them, and pulled her pants down in their faces. She told her parents that my nephew's friend told her to do it. Then, she noticed that she would get in trouble for lying.

I would try to spend some alone time with her parents..it sounds like she just wants attention...once she sees that she can get positive attention she'll no longer need to do otherwise...keep in mind it might take a while to reverse such state of mind...she should go out to eat with her parents or simply to the grocery store without her siblings around for a while...the parents may even set aside time to spend with each sibling to dedicate deserved quality time...if this doesn't work, which i think it will within time..then maybe counseling but i doubt it'll get that far

How do we get our 7 year old daughter to play with her toys?

Our 7 year old daughter refuses to play with toys. She wants all these toys and has alot of toys but doesn't like to play with them. She said she gets lonely in her room playing by herself. She would rather go to bed or just sit and stare into space than play with her toys. I have never heard of a kid not wanting to play. we don't want to be mean and take them all from her but there is no point of her having them all since she don't play with them anyway. she said it doesn't matter if we give them away.
